On 30 September 2013, JIIP held its 5th Annual Symposium, focusing on “Procurement of Innovation: Demand Side Policies and Cases”. As in 2012, the event took place in the European Parliament, as part of the European Innovation Summit organised by Knowledge4Innovation (K4I). It started with a keynote by Jakob Edler (Manchester Institute of Innovation Research), discussing the rationales for demand-side innovation policies and the pre-requisites for effective design, implementation and evaluation. Following that, three case studies were presented, describing interesting examples of public procurement of innovation related to “smart dikes”, a water purification system applied in hospitals, and a waste management information system. In the subsequent panel discussion, the speakers and participants discussed the wider societal and economic benefits of public procurement of innovation. Suggestions for the way forward in policy design and implementation were also presented.
