The study aims to analyse the performance of the Outdoor Noise Emission Directive 2000/14/EC through its evaluation and impact assessment and to examine to what extent it has met its strategic objectives. The strategic objectives are:
- Ensuring free circulation in the internal market for equipment in the scope;
- Ensuring high degree of protection for the health and well-being of citizens and the environment; and
- In view of any identified shortcomings emerging in the evaluation part, identify areas for improvement and analyse the impacts of options for a possible revision of the EU legislation on Noise Emission.
This study is thus divided into two parts – evaluation and impact assessment – with the following objectives:
- The objective of the evaluation part of the study is to evaluate the effectiveness, efficiency, coherence, relevance and EU added-value of the Outdoor Noise Directive.
- The impact assessment part of the study will be based on the conclusions drawn from the evaluation and will aim to assess whether there is a potential for improving health, safety and well-being through more advanced noise limits, potential for reducing inefficiencies and regulatory burden, including administrative burdens for economic operators. The impact assessment will also consider possible options to revise EU legislation and through these analyse the need for simplification and clarification.
The overall purpose of this study is to take stock of the current Outdoor Noise Directive and assess its performance. The evaluation and impact assessment parts of the study will draw up conclusions on the application of the Directive and the perspectives for its possible future development and improvement.
