Description:
The study aims to review the extent of above EU threshold cross-border participation, both direct and indirect. In particular, the study will identify factors that explain levels of observed cross-border participation in procurement markets subject to the public procurement directives (Directive 2004/17/EC, Directive 2004/18/EC and Directive 2009/81/EC). The provision of data on cross-border procurement will allow the Commission to monitor the impact of the new public procurement Directives in respect of the openness of procurement markets to foreign competition and estimate savings on transaction costs. Three main objectives of the study are: Analysis and description of import penetration in public procurement markets Assessment of the extent of DIRECT and INDIRECT cross-border procurement Analysis of factors influencing cross-border participation in procurement markets.
